Each state-tab contains a separate set of WinNc panels in memory, but the first tab is a kind of special since this state contains all defaults
Therefore this tab should always be present and cannot removed.
and therefore on a re-opening of WinNc, the directories in the two panels for this 1st tab are where they were when WinNc last closed, right? At least, that seems to be the case.
